Abstract

The increasing volume of vehicles in urban areas has contributed to traffic congestion, delays, and declining road performance. In response to these conditions, the Bandung City Government constructed the Nurtanio Flyover, connecting Garuda Street and Abdul Rahman Saleh Street to eliminate traffic conflicts at the at-grade railway crossing. This study aims to determine the road capacity, traffic performance, and Level of Service (LoS) of the road segment after the flyover became operational, based on the Indonesian Highway Capacity Guidelines (PKJI) 2023 and the Minister of Transportation Regulation No. KM 14 of 2006. The research employed a literature review, field surveys, and quantitative analysis. Primary data, including traffic volume and vehicle travel time, were collected through traffic counting, while secondary data comprised road geometric characteristics, land use, and population data. The analysis showed that the capacity of the Nurtanio Flyover was 2,660 pcu/h, while the frontage road had a capacity of 1,564 pcu/h. The highest degree of saturation was recorded on the flyover at 1.19, corresponding to LoS F, indicating that the traffic volume exceeded the road capacity. The frontage road exhibited a degree of saturation ranging from 0.08 to 0.34, with LoS D–E, due to geometric constraints and low vehicle speeds. Overall, the flyover successfully eliminated delays caused by the at-grade railway crossing; however, traffic performance on the flyover remains suboptimal, indicating the need for further traffic management measures.
